The Teacher Induction Scheme (TIS) is a Scottish Government scheme which provides a guaranteed 1-year, full-time placement in a local authority to every eligible student graduating with a teaching qualification from one of Scotland’s Higher Education Institutions.

The Scottish Government determines eligibility for TIS.

GTC Scotland is independent of government and administers some aspects of the scheme as a contracted service.

The scheme is not compulsory. TIS allows provisionally registered teachers to be considered for full registration within 1 school year (approximately 190 teaching days). TIS was established in collaboration with partners and it was agreed that provisionally registered teachers on TIS would have:

  • maximum class contact time of 0.8 full time equivalent,  
  • dedicated time set aside for professional development and  
  • access to a teacher with full registration for support throughout the induction year.

Assessment through TIS determines whether a provisionally registered teacher’s progress is satisfactory or not. A cause for concern is identified where no more than 2 strands of the Standard for Full Registration have been identified where progress is not yet as expected. Where more than 2 strands are identified as causing concern, progress is unsatisfactory. Each strand in the Standard for Full Registration has its own number e.g. 2.1.1.  

On TIS, reviewers can make one of 3 recommendations:  

  • Recommend for full registration
  • Recommend TIS extension
  • Recommend removal of registration

Provisionally registered teachers can only take part in TIS once. They can opt out of TIS at any stage in the TIS year and complete their induction through the Flexible Route.
