Could you kindly provide the most recent total number of teachers currently registered with GTCS who qualified outside Scotland? If possible, I would appreciate any breakdowns you have by country or region of initial qualification, or information on annual trends in registrations via the "Qualified Outside Scotland" route.
Response
You asked for the “total number of teachers” who “qualified outside of Scotland” and are currently registered with GTC Scotland. As data extracted on 15 September 2025, there were 8373 registrants with GTC Scotland who completed the Qualified Outside of Scotland route to registration. This was out of a total of 80,234 registrants at the time or 10% of all registrants on the Register of Teachers.
You also asked for the “country or region of initial qualification” which we have provided in Table 1 below. Please note that this information is self-declared by an applicant at the time of application. It is not mandatory for the applicants to do so and is collected for statistical purposes. As such, there may be individuals who did not disclose their “country or region of initial qualification” and are not reflected in the information provided below.

You also asked for the “information on annual trends in registrations via the `Qualified Outside Scotland` route” which we have provided in Tables 2 and 3 below.
Tables 2 and 3 show the number of registration applications received through the qualified outside Scotland (QOS)route and the outcomes of all closed applications during that time. Please note that the information below is based on the Registration Year for GTC Scotland which runs from 1 April to 31 March of the following year.

Please note, in Table 3, the increase in decisions where individuals chose not to register in 2024/25 was partially due to a data cleansing exercise, whereby older applications which had not progressed due to inaction of the applicant were closed.

Table 4 shows the top 10 country of qualification of QOS applicants where the application is fully assessed. The data is further broken down by the percentage of those applications where an offer of registration is made.
