Response

I refer to your request for information (FOI 24-25/96) dated 13 February 2025 for records related to “the number of teachers in (sic) who have passed their probationary period that have then left the profession” up to and including “5 years qualifying as a teacher” which we have handled under the Freedom of Information (Scotland) Act (FOISA).

We requested clarification from you on 17 and 25 February to which you responded each day. Thank you for assisting us in clarifying your request as relating to records since 2019 from the point of provisional registration with GTC Scotland.

You asked for the number of teachers from 2019 to present who have ceased to be a registered teacher in Scotland where they were either removed or their registration lapsed. You clarified that this should be calculated from when the Registrant was provisionally registered to the date they ceased to be on the Register.

By way of advice and assistance, you might be interested in a previous response on our Disclosure Log related to the number of registrants who have left or been removed from the Register of Teachers since 2018. Variations between this response and the one below are due to registrants having either left or rejoined the Register.

Please note that GTC Scotland operates a professional Register and not an employment based one. This means that all individuals who meet the requirements can be registered without being actively employed as a teacher or living in Scotland.

For context, most teachers join the Register with provisional registration from mid-July to mid-August each year. Registrants generally leave the Register on a specific date (which changes each year)between mid-July and mid-August when they are lapsed for non-payment. Therefore, the annual figures below may be impacted by fluctuations and the overlap of those two activities. We have provided this information in Table 1 below.

Table 1: Registrants who have left or been removed from the Register (and have not returned) since 1 January 2019, following completion of a probationary period and within 5 years of gaining provisional registration

You may contact informationgovernance@gtcs.org.uk to request GTC Scotland conduct a review of this decision. You should describe the original request and explain your grounds of review. You have 40 working days from receipt of this decision to submit a review request. When the review process has been completed, if you are still dissatisfied, you may use the Scottish Information Commissioner’s guidance on making an appeal to do so.
