Temporary restriction order process

A flowchart outlining the process for handling a Temporary Restriction Order (TRO) application sent to a teacher. The process begins when a TRO application is sent. The teacher has 7 days to either: •	provide written representations, •	request a hearing, or •	consent to the order. If the teacher consents to the TRO, the application is sent to a panel convener, who decides whether to impose the TRO. •	If the convener does not impose the TRO, the teacher’s registration remains unrestricted during the investigation. •	If the convener imposes the TRO, the teacher’s registration is restricted during the investigation. If the teacher does not consent, the process depends on whether the teacher or panel indicate a hearing is necessary: •	If neither the teacher nor the panel indicates a hearing is necessary (including no response from the teacher), a panel meeting is held. •	The panel may decide not to impose the TRO (registration remains unrestricted), or •	impose the TRO (registration is restricted). •	If either the teacher or the panel indicates a hearing is necessary, a TRO hearing is held with at least 7 days’ notice. •	The panel may again decide not to impose or to impose the TRO, with the same outcomes regarding registration status.
