Direct Submission: Professional Update for teachers working outwith Scotland or within Scotland but outwith a validated system

We recognise that there are a number of fully registered teachers who wish to maintain full registration with us, however, do not have access to a GTCS validated professional review and development (PRD) scheme. Many of these teachers work outside Scotland in schools or educational settings and some hold positions in other educational settings/roles within Scotland. This may include teachers working in:

  • Early learning and childcare contexts
  • Education services within nontraditional contexts such as museums, NHS etc
  • National organisation or trade union body
  • Other areas of employment

All of these registered teachers play an important role within education and so we would wish to assist them in retaining their present status or providing them with an appropriate pathway.

Skype Pilot

We are currently trialling the use of Skype to support the Direct Submission process. If you intend to make a Direct Submission to confirm your PU during the current academic session and would like to participate in this trial, please contact professional.update@gtcs.org.uk

There are three options for registered teachers who wish to remain fully registered and fall into these categories:

  • Working in Scotland but outwith a GTCS validated system
  • Working outwith the education sector or working in non-education related role

Option 1: Make a Direct Submission for Professional Update

Option 2: Change to Fully Registered (Associate) Status

Option 3: Defer your Professional Update sign-off

Option 1: Make a Direct Submission for Professional Update

Teachers who wish to retain their Fully Registered (General) status with us and who work for an employer that does not have their PRD scheme validated by us can maintain full registration and engage in Professional Update.

The Professional Update requirements for these teachers are the same as for a fully registered teacher working within a validated PRD system:

  • An annual update of details held on our register including employment details
  • Engagement in ongoing professional learning as appropriate to post/context
  • Self-evaluation against the appropriate GTCS Professional Standard(s)
  • Discussion of impact of professional learning as part of a PRD process (if a PRD process is accessible)
  • Maintain a reflective professional learning record and associated evidence of impact
  • To complete the 5 yearly sign-off, the teacher will be required to complete a Direct Submission pro-forma and submit this electronically with their reflective professional learning record to GTC Scotland for sign-off:

Direct submission in the college sector

Further Education lecturers who do not work for a college that is validated for Professional Update can maintain full registration and engage in Professional Update using the Direct Submission Process,

To complete the 5 yearly sign-off, the lecturer will be required to complete a Direct Submission pro-forma and submit this electronically with their reflective professional learning record to GTC Scotland for sign-off:

Further information on these aspects of the Professional Update process can be found below:

The Professional Update submission process differs for those working outwith a validated local authority, university, independent sector, national body or college sector PRD system. Individuals will be required to:

  • On an ongoing basis - maintain their reflective professional learning record using the MyGTCS recording system (teachers working within a validated system will use the recording system recommended by their employer)
  • Five Yearly sign-off - Completion and submission of the Direct Submission pro-forma directly to GTCS for review and confirmation rather than with a line manager. We will undertake the review of direct submissions in order to confirm a teacher's five yearly sign off. Direct Submission Review Panels will be held at Clerwood House where a teacher's pro-forma and, if appropriate, the reflective professional learning record will be reviewed and considered for confirmation of Professional Update five yearly sign-off..

We will undertake the review for each individual submission in order to confirm a teacher's 5 yearly sign off. Direct Submission Review Panels will be held at GTCS where a teacher's pro-forma and reflective professional learning record will be reviewed and considered for confirmation of Professional Update 5 year sign-off. The flow chart below outlines this process.

Option 2: Change to Fully Registered (Associate) Status

Teachers who wish to remain fully registered with us can opt for Fully Registered (Associate) status. Teachers opting for Fully Registered (Associate) status will retain their professional status as fully registered teachers although will not be able to teach. They will be exempt from the five yearly sign-off process of Professional Update although they are still expected to maintain/uphold the GTCS Professional Values. It will be open for them to seek a return to the Fully Registered (General) category at any time, following guidelines set by GTCS.

Option 3: Defer your Professional Update sign-off

We recognise that there are a number of circumstances which may make completion of the Professional Update sign-off process within the designated timescale difficult. These include:

  • Career breaks
  • Extended periods of illness
  • Maternity, paternity or adoption leave
  • Unemployment
  • Recent change in employment circumstances preventing PU sign-off
  • Engagement in occasional and sporadic supply work
  • Other exceptional circumstances

In circumstances such as these, extensions to the five yearly sign-off period may be required. If a teacher is genuinely unable to undertake the Professional Update sign off process in the designated year, then he/she has the opportunity to request a deferral for one year. Any request for permission to defer, with reasons for deferral should be sent to us at:

professional.update@gtcs.org.uk

Any teacher working within a validated system should make the request for deferral with their employer and not the GTCS directly.
