Is it true that you cannot accept a job untill you are fully registered

Can you provide any details about recruitment after probation? There is alot of panic is going about that there will be no jobs and that a certain council is making 120 surplus staff. This is based on CPD meetings and a recent Article in TES by one of the Unions.
